Sentinel Sub-Sponsorship Agreement

This agreement formalises the relationship with regard to the sponsorship on the Sentinel scheme for railway working competences between Dynasty Rail Services Ltd (the primary sponsor) and Demo Company Name Ltd. (the sub sponsor), whose Sentinel Sponsor Number is ABC-1234567-ABY As a sub-sponsor of staff whose primary sponsor is Dynasty Rail Services Ltd by signing this document the parties agree to comply with the arrangements set out below as required by the Sentinel Scheme Rules.

Primary Sponsor Responsibilities


As Primary Sponsor Dynasty Rail Services Ltd shall:

  • Ensure that the worker is managed in accordance with the Sentinel Scheme Rules:
  • Undertake checks of each individual’s suitability to work on Network Rail Managed Infrastructure prior to entering into primary sponsorship.
  • Ensure that they are issued with the appropriate rule books, handbooks, PPE and other personal equipment required to carry out their role on Network Rail Managed Infrastructure.
  • Ensure that their competence is maintained as required.
  • Monitor and manage working hours in accordance with Network Rail standards.
  • Arrange for medical surveillance and drug and alcohol screening to be carried out in accordance with Network Rail Standards.
  • Respond to Sentinel requests for sub-sponsorship as soon as reasonably practicable, via the Sentinel website;
  • Where the request is denied we will provide you with a reason for this via the Sentinel website;
  • Provide details of restrictions on workers hours for the purposes of fatigue and working hours management;
  • Provide 5 working days’ notice if we intend to de-sponsor an individual to allow you to take up primary sponsorship of that individual.

Sub-Sponsor Responsibilities

As sub-sponsor of Sentinel cardholders you agree to:

  • Request permission, in writing, to use an individual via Sentinel at least 1 working day prior to the commencement of the shift and only use them once confirmation is received from us;
  • Provide the following information for each individual
  • The duty to be completed (PTS/COSS/Lookout etc.)
  • Date(s) and start/finish times proposed;
  • Location of work;
  • Provide a copy of the risk assessment where any excess working hours have been approved;
  • Notify us of any safety incidents as soon as is reasonably practicable and provide information to enable a local investigation to be carried out;
  • Notify us of any breach of the Sentinel scheme rules as soon as is reasonably practicable and provide information to enable a local investigation to be carried out;
  • Provide PPE as required including hi-visibility vest/jacket bearing the name of the sponsor responsible for putting the individual to work;
  • Ensure suitable equipment is provided, which is required by the individual, to carry out their tasks whilst working on your behalf for example COSS / Lookout equipment, devices to read Sentinel cards where necessary etc.
  • Accept full responsibility for arranging for the individual to attend the shifts you have requested them for and that there will be no re-course to us as the Primary Sponsor in the event that the individual does not attend site.
  • Comply with Network Rail competence management requirements.
  • Comply with all legal requirements including Right to Work legislation, the Agency Workers Legislation, Working Time Regulations, Health & Safety at Work etc. Act
  • Hold adequate, valid Employers and Public Liability insurances.
